Wooden Symbol With Three Off- Center Concentric Circles

A wooden symbol I found under a trail head a few years ago (thought it was a penny sticking out the ground). I've asked around but I've only got the vague answer that it kinda looks like an evil eye or a stylized sun. Any information helps (i.e if you can identify wood type, age, tools used to carve).
Found in Florida, roughly 3.5 x 4 cm, fractured in one spot but otherwise sturdy. Wooden, unsure what type. Can not weigh it, I thinks it's around 8 grams.
