Restricting a motorcycle to 35 kW

I have an 1993 Honda CBR900RR that i would like to restrict for the A35 license. The bike officially has 48kW and since i read that the requirement is no more than double the power, this should be legal, right? The problem is that i only found restrictions for the german market, so would it work to just stick a throttle stopper on the bike? What are some important criterias my bike has to fulfill? I already sent an email to the local MFP but these guys just sent some bullshit answer back that i dont understand and that kinda didnt have anything to do with my question. So, can i restrict this bike or not? Sorry for the technical question, but thought that its better to ask local people rather than just people from all over the world on the motorcycle subreddit.
