Looking for a top-down grinding game with permanent unlockables.

I was very excited to play Enter the Gungeon untilnI found out there is almost no permanent progress (leveling, weapon upgrades etc.) Dead Cells was better (few permanent upgrades) but I like the twin stick style much better. Can anybody recommend a topdown view action game (best: twin stick shooter) with a lot to levelup, upgrade, unlock? And yeah, I've played diablo A LOT, so this is not what I'm looking for. Alienation on PS4 comes quite close
