Question: building layout workflow

I am still kinda foggy about a different work flow I saw today.
I set some long offsets for building grid. My understanding is that the site surveyor will then use these to create a control net work useful for resection set ups.
The heart of the question is this: what is the work flow doing doing the detailed layout?
