Surron/Tilaria vs Spark Cycleworks Bandit

Hi all-

Wondering if you all could give me some input, I'm looking for an ebike that I can bring camping, but that also is useful in the city. I'm really intrigued by the Surron/Talaria, super capable and much better off road than the Bandit. However, I wonder if the trade off of the Surron/Talaria in urban settings means it is not the right bike for my situation. So a few questions:

1) Can a Surrron/Talaria be modified for two riders to comfortably ride and/or carry cargo?

2) If I install pedals and stick to sane speeds, can I use it on urban bike paths? (The way surronster rides in CA would get me a ticket real quick in MN).

3) Can I hook up a bike trailer to a surron/talaria?

There are obvious relative weaknesses, but the bandit will work in the city, and also work for basic off road travel, say riding down a gravel road from a campsite to a hiking trail.
