Surface Type Cover not allowing Bitlocker PIN entry

I have a strange situation here. A Surface Pro 3 with my corporate image on it sometimes will not respond to allow Bitlocker PIN entry.

The type cover tests fine on other Surfaces, and if I connect a USB keyboard to enter the PIN and user password, after that the Surface Type Cover works just fine.

The user doesn't experience any other issues with the type cover. I've even swapped out type covers and let her carry a different one around for a few weeks, same issue.

I can't blame hardware because it works. However, there's something funny about the type cover in the preboot environment that I can't put my finger on.
