question about 002 for someone cleverer than me!

can anyone answer this thought in my head please?
I know 002 is coming into effect tomorrow. I believe its automatic margin calls, which take into account how over extended a hedge fund is.
where does the data to make that call come from? is it readily available? or is it reported daily by the HF's? if its self reporting, there is no way they will tell the truth!
gimme some wrinkles guys!
