Personally (and this is total tinfoil) I think Hardware / Software Devs realize that while digital has its place it is not where the true $ nor loyalty lies.
Every single person I know, that owns an Xbox, has one with a disc drive and uses physical games ( with a large mistrust of digital "ownership"), is older.
While everyone I know that uses a digital Xbox is either their Kids or are very young and don't have the ability to go out and get Games, etc on their own.
