Playing SRW BX using 3DS emulator

As I have been waiting for so long new SRW game to come, I start to have severe lack of SRW-in-Life , so I am thinking to download 3DS emulator to play SRW BX, I recall some years ago did that , and played few stages but stopped and forgot now where I downloaded that emulator and how I did it
Can anyone keep me up to date for latest 3DS emulator , also , did anyone find English translation to the story of this game or at least give story summary for each stage ?
