layer sublimated paper on vinyl question

I have very little experience with heat transfer vinyl (I even bought by mistake a lot of "permanent" vinyl thinking it was for tshirts. couldnt return it...)
I used with success Siser easysubli but watched a video where someone layers on vinyl glitter a sublimation paper print. What I was amazed was that the first layer of vinyl (needs to be glitter or works on any?) had the shape of some thick letters, cut with a cricut. the paper with the sublimation printed on it was an A4, fully printed. She pressed that (face down on the vinyl) and when removed, only the letters were covered in that pattern.
Does it work like that or is it something Im missing?
So any special sublimation paper will work with the siser glitter/any vinyl?
That would be a great help is someone manages to explain this to me.
And dont let yourself fooled, just because I type a lot (to explain my puzzlement) I dont need long explanations.
