I don't remember much, but still.
You could buy an army and buildings (there was a picture for each unit). The army had both infantry and technics (ground and air). Bought separately. Buildings brought income, the beginning building was the water column, then somewhere else there were round water purification stations.
You could attack other players, each with a flag of their real country. When attacking, you spent either morale or oil. After a while it was restored.
The icon of the game, if I'm not mistaken brown/sand star. Perhaps the name of the game is Army or Generals, or something close to that.
I think this game has long been closed, but I would still like to find it.
