Sja-Anat and Cultivation

When I was rereading RoW I got to the Sja-Anat interlude and it was quite interesting. She mentions Taravangian being used as a "Weapon" which now seems to indicate that she knew of Cultivation's plans. This combined with her wanting to break free from Odium make me think that she's been working with Cultivation for some time now. Is this confirmed or hinted at elsewhere or am I just wearing an aluminum hat?
