Transit hubs

So, I've read, read, and read some more about transit hubs. Seems it only works for the system it's in. Wouldn't it be better if they acted like irl transit systems that take you from one area to another? Like trains, planes, busses, etc. A train nor a plane would pick you up on the east end of town and drop you off on the west end. Transit hubs should work to move pops from one system to another as long as there's a transit hub there as well. Sure there's civics, research trees, ascention that will increase the chance of pops moving, but you still have to micromanage at times so unemployment doesn't rise too high. You're already paying energy for an otherwise useless building to be there, why not use it as it's intended purpose?
