Is there still a way to increase admin cap?

I‘ve been getting back into Stellaris on Xbox but on the newest version of the game (mind you that I do not own Overlord, Aquatics and Nemesis) there seems to be no more ability to increase admin cap. Bureaucrats merely increase Unity gain and all the old techs that would raise it instead grant improvements to edicts.
How am I supposed to counteract my Sprawl?
