PSA: Become the crisis Ascension Perk is bugged/imbalanced in large multiplayer games

The way the ascension perk is supposed to work is that you get different amounts of menace for actions depending on how many empires were in the galaxy at game start. However, this only counts the number of AI empires, so if you are in a game with a dozen actual players, anyone who takes the crisis perk will rocket through the levels.
