Districts. I dont understand?

Hey all

EXTREMELY confused here. Im currently in the year 2289, things were going well. I thought i had everything figured out than earth decided to have an aneurism.

Earth was collecting an abundance of resources. Everything was in the positive and i believed i found myself a good balance.

Than i get a prompt that unemployment and crime are up?

Im no longer able to build any districts, all the resources are in the negative, unemployment and crime is up, not enough housing. All the planets resources were in the positive, now its a resource sinkhole. Especially with the unemployment benefits.

What the hell?

Nowhere did i see that i had a district limit other than the obvious. Nowhere did it warn me that i was reaching a limit. Why the hell am i not able to build districts anymore? (I have 14 empty districts, im told ive reached the limit as the planet can support yadda yadda yadda)

How the hell am i supposed to fix this if i cant build anything? Changing tile squares just switches unemployment from workers to specialists so it doesnt solve anything?

Wtf happened? If this happened on my capitol i can see this happening on all my worlds.

UPDATE: now every planet has unemployment and crime. Whats happening is im at max districts? I dont see how since i still have empty areas to build in my districts tab. My pop is still growing, but i cannot build anything anywhere.

Is this a crisis? Some glitch? Or am i stellarising wrong?
