Hey everyone,

Right now I have a few unhappy pops who are members of factions I'm suppressing, Their ethics are xenophobic, and I'm looking to shift them to spiritualist/authoritarian. Right now my Spiritualist/authoritarian ethics are both at 145% attraction according to the stellaris tooltip, while my xenophobic ethic is at -75.

The predicted number of spiritualist pops according to stellaris is 92% but the actual number is sitting at 60% and has been like that for like 50 years. When I mouse over one of the xenophobic pops, it tells me their attraction to xenophobic ethics is 0% and their attraction to spiritualist ethics is 94.7%

I get that pops are supposed to randomly shift ethics to a different ethic every so often, and this is weighted by the attraction... but it honestly doesn't seem to be working. I've been waiting for ages with no ethics shift. It seems broken at this point. Is there a fic for this? like an .ini edit I can make to make it work a little better? Very frustrating to focus on tons of modifiers that give governing ethics attraction to no effect. It honestly just seems like the ethics shift base chance is in general way too low.
