Automated Planets not building?

So my planets were building, but now they seemed to of stopped.
They are all automated
I've been going through an manually building.
I saw This Thread with a similar issue.But their issue was the planet had built all the mineral based improvements and was done.
I have tech worlds that have built a robot factory only, 5 unemployed pops, homeless pops and nothing is being built.I have resources
Any help would be appreciated
