I decided to try the “Under One Rule” and I don’t know if I am mis-managing my empire or what, but I decided to use Slaver Guilds and Decadent (no idea why aside from the -1 point).

As I progressed through the game, I noticed that I have had issues with low amenities (even after building Holo-theaters and City districts), most of my planets have stability between the 70-80 percent range save for one with 50 some, I also noticed that even new colonies have these issues and crime issues as well, causing me to build Precinct Houses.

Should I just start over and edit out Decadent, or make a different custom empire?
