How do I open SteamVR without Quest 2 controllers and instead with Index controllers?

I just got Index controllers to use with my Quest 2. I paired them to SteamVR and what I want to do now is to use my Index controllers without the Quest 2 controllers. Whenever I open SteamVR with the Index controllers it says headset not detected. Is there a way I can make SteamVR detect my headset without using my Quest 2 controllers?
