Anyone else have this odd glitch where, in Desktop Mode, Steam MUST load the Library section before it cal load anything else (Store, Community, etc)?

As the title says. I can never just load the Store, it will attempt it forever until you go to your Library first and then you can go to Store. Same goes for anything else like Community, etc.
