Steam Button controller layout cannot be changed

Is anyone else having this issue? The controller layout for the Steam button cannot be modified at all. If you change anything, it won't have any effect, and the next time you open the config window, it's back to default (that is: a config by "ScottD"). If you try to load a preset from "browse configs", it reverts as soon as you hit apply.

Also, the Steam Button controller config is only accessible to me from the Steam settings on Desktop. In Big Picture the settings entry doesn't even exist.
