Use the Big Picture Overlay when using a Steam Input enabled controller from the desktop

Where is that option? Why it disappeared lately? I'm using steam controller with the default steam client (not big picture). I don't have the overlay in-game anymore. Can't tinker with settings that I previously could with a gamepad and radial menu stopped working. Any fix ? I suppose that's not a bug but intended change ?
