Controller will only reconnect to steam after disconnecting another usb device.

If I disconnect my bluetooth controller from steam and reconnect it it will be detected by my pc but not steam itself. I noticed that if I disconnect another usb device from my pc then for some odd reason it can finally pair. Does anyone know the reason why this happens?
