Essentially, title. I've submitted three requests for a refund so far, two by the normal "Refund Request" category and one by "I have a question about this purchase" category. All three have failed so far, all stating that it's been more than 14 days / 2 hours gametime.
Per this announcement, it seems like the only reason I haven't gotten my request fulfilled is because I haven't submitted anything at all to Greenlight, and therefore I don't have any denied applications. And I quote:
If you are a developer with a submission in Greenlight that was not Greenlit, you may be able to request a refund if you meet the following criteria:
- If your current submission in Greenlight is your only submission, and it has not been Greenlit, or
- If you have more than one submission and none of them have been Greenlit.
If one of these situations applies to you, please visit the Steam help site and select the "purchases" category to find your Greenlight submission fee purchase and request a refund.
There is no mention made about not being able to get a refund if you haven't made use of Greenlight at all. Can anyone else corroborate?
