Crafting badges, I sometimes don't get a summer sale card with it

So, I've been crafting badges, and so far I've had 3 games where I've crafted the badge, and I don't get a summer sale card in the process. I've had no problem with most of the badges I've crafted, so this is happening sporadically and I don't see a pattern. Has anyone else had this issue, or have any insight as to what'd cause this?
Screenshot of it, though it doesn't show up as a notification either. There should be a summer card included.
I've also reported the error to Steam support since I felt like being ignored
