In the light of the recent May Market Fiasco, what would be the best decision for Valve to mitigate the damage on their part and users'?

Seeing that some items haven't been returned and wallet hasn't been fixed, would it be possible to perform a complete rollback?

Also, some items, like treasures, keys, expensive couriers with certain effect gems, can change into different kind of things. Would it be possible to apply rollback to these as well?

Hypothetically, if a complete rollback is impossible, what would be the best measures to safe the economy? (I'm just assuming that it will hurt the economy, be it for Valve, Steam Market, or even traders.)
