Steam trading cards not dropping

Hi, so today i thought of idling some steam games for grinding some steam trading cards (kingdom of amalur and resident evil revision), but apparantly the cards arent dropping while i am ingame. So currently i am idling kingdom of amalur but i only get 1 card drop when i quit the game every hr or so, it wint drop while i an ingame. Is this normal?
