Why are some games added to Steam while their sequels or even predecessors are ignored?

I’ve noticed that several gaming franchises from my childhood have been added to Steam, but for some reason their sequels are not added. I do prefer Halo Wars 1 to Halo Wars 2, so that I don’t mind too much. I did prefer Zoombinis Mountain Rescue to Logical Journey, so that sequel being ignored was a disappointment. But then there’s Thrillville: Off the Rails, which I consider the most confusing example, because instead of the sequel not being added, it’s the sequel that gets added and the ORIGINAL that’s left behind.
