Does any one else have a problem with jerky character movements/stuttering? (PC)

I actually picked up this game last winter and I was never able to play because after about 10 minutes my characters movements would become a jerky mess. It was almost impossible to aim in any way and just walking around looked terrible. It wasnt a framerate drop, and ive tried lowering all settings to low/off. The result was that the game looked terrible, and i can still hardly move. If i quit and start the game up again its fine, then after about 10 minutes its back to being stuttery. Has anyone else had this problem? I was hoping after 4 plus months it would have been patched, but i fired it up last night and no dice
