tech help - STARLINK THROUGH THE PEPWAVE MAX TRANSIT DUO = WAN FAILED HTTP TEST

Troubleshooting on how to not get this error message (WAN failed). Any thoughts or clues on how to get pasted it? The first time I set it up, worked flawlessly. Moved 0.5 miles down the road, now error message. Can't figure out what I did different in my set up .
Goal WiFi via either Cell or Starlink through the same Pepwave Duo Max WifI home network. This allows me to switch between Starlink and Cell without having to tell each device the name of the network in use.I'm trying to get set up 2 or 3 to work. Set up 1 is proof that all hardware is working only.
Set Up 01
- Starlink router as WiFi device as input to Pepwave
- Cell active as input in Pepwave
- result Works. Starlink speeds are slow compared to direct WiFi to Starlink
Set Up 02
- Power down everything
- Power up Pepwave
- Power up Netgear
- Power up Starlink
- Starlink is pluged into Ethernet Adapter
- Ethernet Adapter is plugged into Netgear ProSAFE
- ProSAFE goes into Pepwave
- result Cell is fine; Starlink - WAN failed HTTP test
Set Up 03
- Starlink is pluged into Ethernet Adapter
- Ethernet Adapter is plugged into Pepwave\
- result Cell is fine; Starlink - WAN failed HTTP test
