Does anyone know why the tollan didn't give weapons to the tok'ra?

Mainly as the title states, I understand them not wanting to give weapons to earth due to them not being mature enough but surely they would realise that the tok'ra would be a good ally and since there is no infighting like on earth would have the maturity to use these weapons?

The tok'ra downfall was always they they were underground and didn't have the military power to strike at the Gould but with the tollan help couldn't they have gotten that power?
