Do interstellar cargo links still suck?

Okay this question is a bit rhetorical because I think I already know, but I have yet to get the interstellar cargo links working.
I have one in the Narion system, on Sumati, and the other one on Jemison just outside of New Atlantis.
They both have incoming from other sources, they both are powered with helium 3, they both have available storage, but they are just simply not showing up in the console. At all.
The still the experience for a lot of folks?
