So I think starfield would benefit if they did a large outpost and terramorph DLC. Most likely they will release tiny outpost DLC like fallout 4, like adding factory parts. I think Bethesda should do a complete overhaul on the outpost system. As of now their really no reason to build outpost besides to xp farm.
It would be cool if you could add certain Habs, that would attract other settlers to come to your outpost. If you add decorations, farms, activities, etc, lots of settlers would just naturally settle there. If you put merchant Habs, you could assign people to be merchants like fallout 4. With certain conditions maybe these merchants can have more then 5k credits, and eventually sell better weapons. Maybe eventually people with better skills would settle and you can assign them to your ships crew. Or you could make little training areas for them to get the skills.
Since most planets randomly generate areas, maybe terraforming would be cool. Maybe the player could level mountains and hills to make flat spots for settlements. Maybe the player could add rivers and oceans. It would be cool to be able to generate a breathable atmosphere, on certain planets. Then you can add plants and animals like on the game spore. They can make terraforming cost a ton of resources, therefor it gives the player an actual reason to make multiple outpost.
Then when you do new game plus, those outpost stay on those planets, you just don't own them anymore, but maybe over time can purchase them. That way after newgame 10 you have a reason to keep playing, to populate the galaxy.
