Am I doing something wrong or does the game just run bad for some people?

I’m playing on a 2080ti and AMD ryzen 7 with pretty fast ram and I can barely get a solid 50 fps. I’ve lowers everything down to low tries every combo for upscaling at various resolution rates and no matter what I can’t get good fps.

Is there something outside of the game I need to do to play? My drivers are updated fully and I even gave it high permission on the task manager to squeeze out every last frame

Edit: I even have the dlss and top performance preset mod from nexus and I’m still having the issues.

Are people on steam having FPS issues as well or is it possibly a game pass thing
