How do they make entire dubbed part 6 without releasing English manga of part 7?

I’m not too sure about what manga parts are even in English and what’s not because of how old and inconsistent the results are when I look it up. But from my understanding, how are they able to make an entire English dubbed part 6 without even making English manga parts 7? I feel like translating the manga would be easier and more of a priority. And when will SBR have an official English copy instead of fan translation?
