D3D9 Problem I Need Help

I tried to do this but it didn't work I tried everything I updated my computer tried the Compatibility windows 8 and the disable Fullscreen optimization's I even uninstalled the game but nothing happened PLEASE HELP!!!!!!! it would flicker black and white then say some messages then close.
