How to make a faction playable?

I’m interested in a faction in age of legends that has a unplayable factions, I’ve never modded or edit game myself and I have looked on YouTube for help but I didn’t really get much information I wanted to play one with they have appear in two GCS one in the main one and other sub mod one, if anyone knows how to make them playable I’d like to know or give me steps.
