Phase-based gameplay

Is phase-based gameplay simply an expectation in today's games? I know comparing the new Battlefront games to the OG ones is a hot topic, but in the wake of today's Starfighter Assault gameplay, I'm curious as to why they chose to provide phases rather than what BF2(2005) did.
Is it simply considered better gameplay?
