Question about Matchmaking

So I play on PC and I've found that wen I go to play some times, I keep getting placed into empty or nearly empty lobbies of certain game modes while others I can get placed into full lobbies.
I was just curious if anyone knows why this happens or how matchmaking works for this game. I mean I know that PC is currently the least popular platform for this game but I somehow find it hard to believe there aren't 12 other people in the US East aria that want to play cargo. Thanks for any info!
