Why the age limit to train a new Jedi?

Watching the clone wars cartoon and I never thought it before. Wouldn't a latent force user be worth training even if the user never becomes a full master? Gotta be better than a sith promising to show them the ropes and now getting a new enemy.
I'd love to see a bounty hunter whose moral compass has turned on be a Jedi apprentice.
