15 -16 Years to Build The Death star?

new to the sub I've seen the movies the tv shows played some of the games, but not into the books and all But something always bugged me. At the End of Revenge of the Sith , Vader and Palpatine look out at the Death star under construction, Meanwhile Luke and Liea were just born at this time, the time it took for them to grow up maybe 15-16 years Later before the Death star is operational doesn't seem to make sense since it looked almost complete when they were born with all the future space technology they had? just doesn't seem to make sense, especially because the rebellion got there hands on the plans in Rogue one as we seen a grown up Liea putting the plans into R2D2. Would like to hear some others opinions, Thanks.
