OK, so probably way off, but I believe Tarka.. or his 'Friend' are the bad guys. The other end of the DMA is in, not another galaxy, but a parallel universe, and the DMA is someone's attempt to make, basically, the bajoran wormhole to get Tarka over to his friend.
