Is the I-64 line rule true?

It’s possible we’ll be moving to St. Louis for a job. A few people here in Memphis (that once lived in STL) said to use I-64 as the ‘where to live’ line. They said we should stay at or south of I-64, avoid Arnold, and that whole area is clean and safe. Is that true?
Chesterfield looks to be out of our price range. Any other nice areas that are more affordable we should consider? We’re not opposed to the suburbs at all.
