Why the heck would anyone ever park at Parking Spot 1?

Looking at the rates, it's like $27/day for covered garage parking... meanwhile the directly attached garage for terminal 1 is $25/day... and covered parking at Parking Spot 2 is $20/day... is there any legitimate reason why anyone would ever choose Parking Spot 1 for covered airport parking?
