What went wrong with Ken Shamrock?

I’m an avid listener of Something To Wrestle and they did a watch along episode recently for an episode of Raw from late 1997.
Ken Shamrock faces D’Lo Brown on that show and Jim Ross says that Shamrock will be WWF Champion sometime in 1998.
Shamrock wasn’t a talker but he was so good in the ring. Why didn’t he get to the top in WWF?
