Trouble with neighbors lawn.

Hey there! So my next door neighbors lawn in severely overgrown and I take very good care of my own. I understand if he can’t tackle it all but there are weeds and vines that have grown from the ground in his yard, up one of his trees and is now reaching my power line. And another thing… his roof has caved in over his back porch stoop and raccoons have moved in and I see them all the time in my yard. He’s not a particularly nice neighbor is there some way I can report this?
