Need new ISP

A while ago Xfinity called me to tell me to upgrade my service. I told them I was happy with my service and politely declined. Since then my service has gotten progressively worse. It's clearly Xfinity throttling my speeds to get me to upgrade. Do any of you have suggestions on ISPs to switch to? Or at least ways to get them to restore my old level of service?
