Question about compiling a spigot .Jar

I am unable to compile a spigot .jar that runs a minecraft server using 4 gigs of RAM. I am very new to this so i'm not sure if this is correct but it seems that I cannot create a spigot jar using buildtools when I run a build.bat file using the command lines: java -Xmx4096M -jar BuildTools.jar --rev 1.14.2

Is this even the correct way to create a spigot jar running with 4GB RAM? I'm sorry if this is a dumb question. I'm actually hosting a small server through ShockByte and am paying for 4 gigabytes of ram but don't want it to only use 1gb.
