PC Players - why is the gpu utilized at 100% in cutscenes and not in gameplay?

Basically title. In cutscenes I have 100% gpu utilization and 140 frames but during gameplay I tank to the 55-70 frame range and average a 65% gpu usage. Anyone else experiencing this?
Specs: EVGA 3090ti 32GBs 3200mhz DDR4 ram Intel I-7 10700k
Running ultra on almost every setting, except RT which is on high.
